- Description: Effectively managing information technology (IT) resources has become a significant concern for organizations, both large and small, as they conduct their business operations. IT governance, characterized as the decision-making process ensuring alignment with business strategy, optimal utilization of IT assets, and the effective management of risk and organizational value, plays a crucial role in addressing this concern. Within this landscape, an IT shared services model emerges as a strategic approach to develop, maintain, and deliver innovative services, thereby enhancing effective and efficient service delivery. This model is perceived to not only innovate services but also to liberate other departments, enabling them to focus on their core competencies. This study positions IT governance as a comprehensive umbrella process that guides the implementation of IT shared services. A well-guided implementation of IT shared services is anticipated to contribute significantly to the success of IT projects, ultimately benefiting all activities supported by these services. The implementation of shared IT services in academic tertiary institutions is not well documented or discussed. This study thus is done in such an academic context. This study focuses on developing a strategic framework for the implementation of IT Shared Services at tertiary education providers. The specific case study used for the development of the strategy is Nelson Mandela University. The scope of the project focuses on the development, proposal, and expert review of a strategy for implementing IT shared services effectively in alignment with Governance Practices. - Description: The infrastructure and use of the Internet have developed rapidly in recent years, which propelled traditional human resources systems into a new electronic human resources (E-HRM) approach. This cannot, however, be regarded as a one-size-fits-all solution as employees across different generational cohorts are not all at the same comfort level with regard to operating such web-based applications. It is the researcher’s opinion that the latter may affect employee engagement as this appears to be the case within the researcher’s own organisation. Employee engagement is important in providing organisations with the competitive advantage required to operate in a highly competitive market. Employee engagement levels are far from ideal across many organisations, which require these organisations to identify solutions to raise overall engagement levels. With age rapidly becoming a more important diversity factor, it is imperative for managers to understand the effect of E-HRM on employee engagement across the generational cohorts to design the most beneficial HRM strategy for their organisation. - Description: The South African Government has institutionalised a Corporate Governance of ICT Policy Framework which was developed by Department of Public Service and Administration (DPSA). The framework has adopted some elements of KING III, ISO 38500 and COBIT. Consequently, it is now a requirement by the South African Government that all its entities must adopt this framework. Nevertheless, it is not clear how government has emphasised this alignment in such entities. The problem statement in this study was that Randwater is unable to realise full value of the investment in IT/IS because there is misalignment between IT objectives or deliverables and the corporate objectives. This study sought to identify a suitable framework which meets the ICT policy criteria as set out by the DPSA, which will facilitate the alignment between corporate objectives and IT/IS objectives at Randwater. This was achieved through the development and refinement of the artefact through the various iteration phases. Additionally, an online survey was used to collect data from a focus group comprising IT experts and senior management at Randwater. The Information Technology Governance Institute Framework was employed to assist in the development of the questions. The survey results were utilised during the validation of the artefact produced by this research study in a workshop. The findings were then linked with the related literature which either supported or rejected the findings through discussions on the literature and thereafter conclusions were made based on these findings. Furthermore, a literature review was conducted to gain a better understanding of what has been done in the field of research in order to assist in defining the problem that this research seeks to solve so as to inform the development of design characteristics. The research process employed the Nelson Mandela University – Design Science Strategy Methodology referred to as (NMU – DSSM) with the goal of developing an artefact in the form of a framework. The research process entailed studying the existing literature and analysing the aspects relating to corporate governance, IT governance, frameworks, and strategies to be able to measure the degree of alignment. The phases of designing the artefact were analysis, design, evaluate, validate and diffuse phases. The final artefact developed was a framework that incorporated the principles of King IV and ISO 38500 in corporate governance and ICT goals alignment. The final artefact also embedded transparency, accountability and security as important elements in the implementation of the artefact. v The survey findings were instrumental in the development of the artefact that brings alignment between business strategy and IT objectives at Randwater. From the findings, in terms of IT flexibility, it was revealed that the interrelated parts of the system at Randwater were modular. It was also concluded that there is lack of communication about the manner in which the components of the information systems are organised and integrated in order to allow for rapid changes and that the organisational IT infrastructure and applications were loosely coupled. The findings further revealed that the business had established corporate rules and standards for hardware and operating systems to ensure platform compatibility. It was also revealed that organisational IT applications were developed based on compliance guidelines. In terms of IT-enabled dynamic capabilities, it was revealed that IT systems at Randwater are not capable of scanning the environment and identifying new business opportunities and are not capable of anticipating discontinuities arising in the business domain by developing greater reactive and proactive strength. It was also revealed that it was concluded that IT systems were capable of achieving strategic alignment between IT flexibility and dynamic capabilities. Therefore, design science was the ideal research paradigm towards addressing the research problem and the artefact designed was a viable research contribution. The significance of the study was that it contributed to the development of technology-based solutions to an important and relevant business problem of alignment of business strategy to IT goals. The design evaluation, the utility, quality, and efficacy of the final design artefact was rigorously demonstrated via well-executed evaluation methods. The study also contributed to the literature available on business strategic alignment with ICT goals.

- Description: IT Service Management (ITSM) refers to a set of activities that an organisation can perform to develop, supply, operate, manage and improve information technology related services in order to meet the needs of the business. The interest in ITSM is based on the expectation that applying best practice ITSM processes will result in lower expenses, fewer incidents and improved customer satisfaction. Various standards, frameworks, methodologies and processes have evolved to support this move to a value-driven, service-orientated approach to managing an organisation’s information systems. Between 2007 and 2009, Higher Education Institutions (HEIs) in South Africa benefited from a national project to improve the quality of their IT services through training in ITIL, a best practice ITSM framework. An assessment at the time, however, found that the maturity levels of the ITIL processes implemented after the intervention remained low, and this observation is common in other industries as well. The implementation of industry best practice ITSM frameworks does not always proceed smoothly; they can be costly, have long implementation times, and can be seen as excessively complicated and suited mainly for large organisations. Therefore, it is often challenging for organisations such as HEIs to improve their ITSM process maturity levels. The aim of this study is to develop a strategy that may assist South African HEIs in taking steps to improve their IT Service Management maturity levels. This primary research objective is addressed through a number of secondary research objectives, namely, to understand the challenges that HEIs often encounter when implementing ITSM; to determine the ITSM implementation status at a number of South African HEIs; to determine the various elements and components required to formulate the ITSM strategy; to determine whether alternatives to ITIL are feasible options for HEIs in South Africa; and to validate the proposed strategy by verifying its quality, utility and efficacy. A comprehensive literature review provides information on various ITSM standards, frameworks and methodologies. It also investigates ITSM adoption and implementation by organisations in general, and HEIs in particular, and how modern practices such as DevOps, Agile and Lean relate to ITSM. Thereafter, an online survey is used to determine the status of ITSM maturity levels at South African HEIs, and whether alternatives to ITIL are being used. Expert interviews are used to obtain additional information on what is required to formulate the proposed strategy. The findings from the literature review, survey and expert interviews are used to develop a four-step strategy, which was evaluated for its quality, utility and efficacy through an online assessment by the same experts. This strategy can be considered a useful tool for Higher Education Institutions in South Africa if they wish to increase their levels of IT Service Management maturity. The findings of this study make a substantial contribution to the field of ITSM research at South African Higher Education Institutions.

- Description: The purpose of this study was to investigate whether the COBIT 5 ICT governance framework has been implemented successfully in the public TVET sector. The study clarifies that ICT governance is not only about satisfying audit requirements; the core of ICT governance based on Cobit 5 is alignment between business and ICT. The study proposed a theoretical framework whereby the perceived benefits of implementing COBIT 5 in the public TVET college sector in South Africa was the dependent variable. The proposed independent variables were namely; Training, Adoption, Leadership, Value in IT Investment and Risk Management. The study infers that the board and/or council within an organisation need to lead the process in relation to the governance of ICT. Moreover, the study takes cognisance that ICT is a strategic enabler and thus the board or council ought to play their role of oversight, monitoring and ensuring optimal utilisation of IT resources. The study challenges the perception that IT is a mere operational functional and deduces that top management ought to incorporate IT when formulating and/or reviewing the business strategy. IT ought to be included in any strategic related activity in the organisation. IT should not be left out of the boardroom if management envisage to derive value from ICT investment.

- Description: Modern organisations make substantial investments in Information Technology (IT). Corporate governance practices can no longer ignore the importance of effectively governing IT. Consequently, the third King Report on Corporate Governance (King III) makes specific provision for IT governance, which is implemented through the establishment of an IT governance framework. The purpose of this research is to develop a generic IT governance framework, suitable to any large South African organisation in the public or private sector. The literature considered for this research confirmed the extent of standards and practices available in support of IT governance, together with the roles and structures required to implement them. These included well-known publications such as COBIT, Prince2, ITIL and ISO/IEC27000. Based on the literature review, a theoretical Processes, Enablers and Structures (PES) IT Governance Framework was formulated. The framework was further explored by means of a survey of and structured interview with ten Chief Information Officers (CIOs) of South African organisations with a turnover in excess of R1bn per annum. The final PES IT Governance Framework comprises three dimensions, each of which contains a set of constituent components: • Processes: Strategic Alignment, Value Delivery, Resource Management, Risk Management and Performance Measurement. • Enablers: IT Sub Processes, Supporting Documentation, IT Control Framework, Technology Architecture, Desirable Practice, IT Portfolio Management and Regulation. • Structures: The Board, Office of the CIO, IT Steering Committee, Technology Architecture Forum, IT Programme Management Office and Information Security Organisation. As the number of regulatory requirements and associated compliance pressures grow, the importance of an effective IT governance framework also becomes more prominent. The PES IT Governance Framework offers a uniquely practical approach to addressing IT governance principles that are often regarded as abstract. The final PES IT Governance Framework provides clear guidance on how organisations could implement an IT governance framework, which addresses the strategic alignment of IT to business, value delivery by IT investments, IT risk management, IT resource management and IT performance measurement.

- Description: The revolutionary migration within the health care sector towards the digitisation of medical records for convenience or compliance touches on many concerns with respect to ensuring the security of patient personally identifiable information (PII). Foremost of these is that a patient’s right to privacy is not violated. To this end, it is necessary that health care practitioners have a clear understanding of the various constructs of privacy in order to ensure privacy compliance is maintained. This research project focuses on an investigation of privacy from a multidisciplinary philosophical perspective to highlight the constructs of information privacy. These constructs together with a discussion focused on the confidentiality and accessibility of medical records results in the development of an artefact represented in the format of a model. The formulation of the model is accomplished by making use of the Design Science research guidelines for artefact development. Part of the process required that the artefact be refined through the use of an Expert Review Process. This involved an iterative (three phase) process which required (seven) experts from the fields of privacy, information security, and health care to respond to semi-structured questions administered with an interview guide. The data analysis process utilised the ISO/IEC 29100:2011(E) standard on privacy as a means to assign thematic codes to the responses, which were then analysed. The proposed information privacy model was discussed in relation to the compliance requirements of the South African Protection of Personal Information (PoPI) Bill of 2009 and their application in a primary health care facility. The proposed information privacy model provides a holistic view of privacy management that can residually be used to increase awareness associated with the compliance requirements of using patient PII.

- Description: Developing countries such as South Africa have a tremendous potential for rapid and sustainable economic and social development by leveraging the benefits and advantages of Information and Communication Technology (ICT) and applying it appropriately within the local government sector. As such, the Local Government Turnaround Strategy’s (LGTAS) vision states that: Each municipality must have the necessary ICT infrastructure and connectivity; and that ICT systems must be put in place across all municipalities to accelerate service delivery, and improve efficiency and accountability. However, technology on its own cannot achieve much; it must be supported by capable people and tested processes to provide services in which the public can have confidence. Disparities, both from within the municipal sector as well as in the larger South African ICT landscape, have influenced the manner in which municipalities make use of ICT. Nevertheless, it has been observed that despite the use of ICT, there has been a lack of utilising ICT governance to enhance corporate governance in the public sector, particularly in municipalities. In this study, an analysis was made of ICT governance initiatives, as a mechanism to enhance corporate governance, with particular reference to the Nelson Mandela Bay Municipality (NMBM) in the Eastern Cape. The research itself has identified risk levels that exist as a result of the lack of ICT governance and risk management. The respondents were given an opportunity to agree or disagree with statements regarding the state of ICT provision and support, corporate governance and other elements within the institution. The researcher has formulated recommendations to solve identified problem based in the research results in ICT governance and corporate governance. While governance developments have primarily been driven by the need for transparency regarding enterprise risks and the protection of shareholder value, the pervasive use of technology has created a critical dependency on ICT that calls for a specific focus on ICT governance. ICT governance is part of corporate governance,which is the responsibility of the organisation’s top executive, to ensure that its information technology supports the goals and objectives of the organisation, through a variety of structural mechanisms, processes and mechanisms for communication. Fundamentally, ICT governance is concerned with whether ICT is delivering value and the management of ICT risks, driven by a strategic alignment between business and ICT, resources management and performance management. The corporate governance of ICT involves evaluating and directing the plans for the use of ICT to support the Institution and monitoring these. It includes the strategy and policies for using ICT within the institution. The executive authority and executive management are accountable and responsible for ensuring that the governance of ICT is implemented in the institution in line with this framework.

- Description: This study seeks to determine the impact of Information and Communication Technologies (ICTs) on livelihoods of smallholder farmers in Zimbabwe. The study was motivated by the fact that benefits of ICT development still need to be known among rural smallholder farmers in Zimbabwe. ICTs have been upheld as catalysts for the promotion of rural livelihoods the world over. The question that remains is whether ICTs in Zimbabwe promote livelihoods of smallholder farmers. Although the Government formulated the ICT policy in 2005, the benefits still need to be known among rural smallholder farmers in Zimbabwe. The challenges faced by smallholder farmers include limited access to ICTs, high costs in ICT services and lack of ICT infrastructural development in the country. The challenges hindered ICT benefits that are expected to accrue to smallholder farmers. This study is significant in the view that most studies on ICT have focused on the general roles of ICT on rural development without giving particular attention to smallholder farming that has a potential of reducing poverty and promoting food security. For a theoretical lens, the Sustainable Livelihood Approach was used with special attention to Chapman et al (2001)’s information wheel. Regarding methodological issues, the study followed a qualitative research methodology guided by a secondary analysis research design. Data were collected from published reports of government, reports from the Ministry of ICT, internet, journals, newspapers and periodicals. The study established that ICTs promote livelihoods of smallholder farmers through the dissemination of vital information for improvement of agricultural productivity. From the research findings, the study proposes four main recommendations. Firstly, strengthening of ICT policy for effective smallholder farmers. Secondly, the government to organise ICT awareness campaigns directed towards rural people especially smallholder farmers. Thirdly, up scaling ICT Infrastructural development .Finally, a large-scale ICTs and livelihoods research must be commissioned in the country.

- Description: The purpose of this research was to investigate what is involved in IT Service Management and how the NMMU can implement it to improve the quality of IT service support and service delivery. The IT Service Management approach was investigated but the main focus was on the Service Support and Service Delivery in the ITIL framework. Higher Education was analyzed to try and measure the maturity level of the ITIL process implementation to see where Higher Education in South Africa is and to determine the gaps. Findings from the empirical study will be presented and recommendations highlighted to Top management and the IT department in order to promote and improve the quality of the IT service being delivered to users and customers. The data was collected and administered by means of a structured questionnaire based on the ITIL Service Capacity Maturity Model and Rick Leopoldi’s alternative Maturity Assessment method. An Association of South African University Directors of Information Technology (ASAUDIT) questionnaire on Service Management was also used to supplement the questionnaire. It was discovered that the implementation of ITIL in most organizations brought about improvements and benefits in the quality of the IT service being delivered.

- Description: The study was triggered by a discussion with one of Transwerk’s executive management during an MBA tea break. The discussion was centred on the lack of IT Governance Structure in some organisations that are centrally managed due to geographical location and spreading of branches countrywide. The purpose of this study was to analyse the information and communication technology initiatives that can be implemented at Transwerk by the ICT department to ensure significant value from their information and communication technology investments. This was undertaken by means of a literature and an empirical study. The elements of the information and communication technology initiatives were discussed and the study then analysed the responses in an attempt to determine the initiatives that are currently implemented at Transwerk’s ICT department. The literature study indicated that is it critical for any organisation that needs to be successful should have an integrated ICT Governance Structure. The empirical study found out that the current situation at Transwerk’s ICT department requires attention because their IT Governance Structure does not involve major stakeholders from other business units. Recommendations were made as a result of analysing the literature study and empirical study to ensure the implementation of key initiatives that can add value to the organization.

- Description: Service Management (SM) is an integrated, cyclical and collaborative approach to the management of service requirements and levels. It involves the definition of client expectations, the satisfying of those expectations and the perpetual refining of the business agreement (Sturm 2001). SM in the ICT sector is a comprehensive process that extends beyond the development of Service Agreements (SAs). A number of identifiable steps constitute the progressive implementation of a managed services environment, the key components of which are a readiness to provide services, the accurate elicitation, management and satisfying of client requirements and the continual improvements to the business relationship. Unfortunately, a number of SM initiatives fail. These failures can be attributed to a lack of SM understanding, the absence of a fully implemented SM strategy, poor communication and people issues. This research describes an investigation of SM implementation. A number of recognised frameworks are explored and critically analysed. The common strengths of these frameworks and the results of an exploratory pilot study are used to construct an SM implementation framework. This framework is then tested empirically by means of an online survey, and revised in the light of the results of this survey. The framework comprises two distinct phases, namely a Foundation phase and a Managed Services phase. The Foundation phase comprises 8 critical preparatory activities that take a service provider to state of readiness to provide and manage ICT services. The Managed Services phase comprises 5 key cyclical steps for the management of ICT services, including Planning, Analysis, Design, Implementation and Review.

The adequate and effective governance of this asset is an essential function and is the direct responsibility of the board and senior management. The board and senior management have a responsibility to maintain the financial and material health of their enterprise and this includes setting the proper direction and governance of the information asset. Many organisations have, over the past few years, suffered severe losses and failures due to the inadequate governance and protection of this valuable asset. The reasons for the lack of corporate information governance need to be examined. The board and senior management need to direct and control their organisations effectively, with the appropriate delegation of responsibilities, to reduce the possibility of suffering similar losses and/or failures. The contribution made by this study is illustrated in the designing of a framework and activity plans to facilitate the board in practically implementing an improved corporate information governance process.

- Description: The human resource is constantly cited as an organisation's greatest asset. In a rapidly changing technological environment this is most applicable to the Information Technology (IT) function. Organisations are experiencing IT human resource problems such as low satisfaction, early plateauing, high turnover, burnout, limited advancement potential, nominal corporate commitment, supervisory aversion, poor organisational culture, and exceptional compensation. These problems are directly related to the IT professional's career. There is a lack of information and awareness surrounding IT careers to deal effectively with these problems. The research aims to create increased awareness of IT careers and the inherent problems through the development of a career management model. The research aims to identify the factors that influence IT careers, provide career management with a means to measure compatibility of the factors, and suggest solutions to incompatibility. The solving of this problem will be of mutual benefit to both organisations and individuals as they seek to better manage IT careers. After reviewing research literature relating to career anchors, IT job types, IT skills portfolios, and career dynamics a model for Effective IT Career Management (EITCM) has been constructed. The model represents the dynamic interactions between individual, organisational, and dependent factors. The model examines the compatibility of these interacting factors by measuring the levels of relevant career variables. The model suggests appropriate career management techniques to increase the compatibility of the interacting factors. An empirical study was designed and launched online to provide data that would confirm the seven Critical Success Factors (CSF) relating to the proposed model. The responses from the members of the Computer Society of South Africa (CSSA) allowed the seven hypotheses derived from the CSFs to be tested. The results of the empirical study were positive but required modification to five of the CSFs before they could be confirmed. The EITCM model was modified to reflect the improved CSFs. An awareness of career influencing factors combined with active career management is advantageous to both IT professionals and their organisations.

The paper presents and examines the results of a study of strategic alignment at Volkswagen of South Africa. Data was obtained from business and Information Technology executives. The result of the study enables Volkswagen not only to benchmark themselves, but also provides direction to enable successful business/IT alignment. It identifies specific actions necessary to ensure that IT is being used to appropriately enable or drive the business strategy.

- Description: More and more organizations are making use of teamwork. Effective teams are also important from an Information Technology (IT) perspective, since teamwork forms an integral part of all software development activities. It is therefore extremely important that IT students are able to work together as an effective team. These statements lead to the following questions – How can IT student project teams be effective and what obstacles need to be overcome in order to ensure effectiveness? This dissertation reports on an exploratory study of second and third year IT project teams and exposes factors that lead to ineffectiveness. Firstly, the problems experienced by the groups seem to have the largest detrimental effect on effective team functioning. Secondly, the project mark is also affected by the priority issue that is associated with the particular task. Thirdly, the issues of time management, communication, conflict management, compromise, social loafing and group cohesion also play an important role in team effectiveness. This dissertation sets out to prove that the key to "effectiveness" lies in empowering the student to deal with all possible dilemmas that may be faced when working in teams in the tertiary team situation. The benefits of these actions will hopefully lead to the realization of “effectiveness” in the tertiary team situation and ultimately, in the student’s work environment.
