Acacia dealbata invasion and clearing in Upper Tsitsana communal areas of South Africa: human perceptions and ecological impacts

- Description: The number of invasive alien plants in South Africa and globally continue to increase mostly due to increased human movement and climate change. It is estimated that approximately 10 000 hectares of South Africa’s terrestrial land is invaded by invasive alien species. Recent studies have reported that invasion by invasive alien plants cost South Africa billions of Rands every year through loss of water and ecosystem services. Although much has been done to understanding invasion trends, patterns, and processes in South Africa, little is knowns regarding human benefits linked to alien plant invasion as well as human perceptions regarding management interventions, particularly clearing by the national Working for Water programme. This thesis took a socio-ecological approach to assess (i) local people perceptions and knowledge of Acacia dealbata invasion and clearing, and (ii) extent of grazing grass diversity and composition recovery following A. dealbata clearing. To answer the above-mentioned objectives, both qualitative (face-to-face interviews) and quantitative (vegetation surveys) methods were used in grasslands located in upper Tsitsana catchment, South Africa. Results from the 165 interviews conducted in six villages show that most villagers are aware of A. dealbata in the area, but do not know that it is an invasive alien plant. Respondents accrue several benefits from the plant that include firewood (98% across all villages), construction pools (34% across all villages), and shade (3% across all villages). Respondents identified several costs associated with A. dealbata invasion, such as roots damage to houses (37% across all villages), hindering growth of crops (15% across all villages), and takes up yard space (29% across all villages). Most of the villages ranked the effects of A. dealbata on grazing as highly severe. Villages indicated that the Working for Water clearing programme presents them with socio-economic benefits such as employment and money. Some villagers noted that the clearing of A. dealbata in the area restores grazing grass (62% across all villages) and water (32% across all villages). Based on these interview survey results, the study concludes that A. dealbata has both costs and benefits that support local people’s livelihoods; therefore, its management should consider views for local users. Grass surveys conducted in 1 m2 quadrats that were replicated 15 times across four paired A. dealbata cleared and grassland sites showed that the removal of A. dealbata facilitates the recovery of native grasses. Of the 14 different grazable grass species that were identified across all quadrats only one (Bulbostylis sp.) is not palatable to livestock. Although grass cover was significantly (p < 0.05) higher in the grasslands than the cleared patches, grass richness was significantly (p < 0.05) higher in the cleared patches an indication that recovery of different grasses is taking place. Based on these vegetation survey results; the study concludes that recovery of grazing grasses after A. dealbata clearing four years ago is following a positive trajectory as the cleared sites are looking like the grassland sites. Overall, the study recommends that management of A. dealbata in Tsitsana landscape requires a socio-ecological approach to understand user benefits whilst at the same time developing measure to control the plant. Developing a socio-economic framework for assessing the effectiveness of Expanded Public Works Programmes (EPWP): The case of the Prosopis mesquite Working for Water clearing project in the Northern Cape Province, South Africa

- Description: The EPWP functions as a bridge between unemployment and entry into the labour market by providing work readiness skills training to its beneficiaries who receive below-market rate stipends for the short- term duration of their participation. The EPWP combines service delivery issues with social development objectives by promoting intensive manual labour in its projects. As a social protection strategy, public works programmes cater to those who do not meet the criteria to receive government social grants. As one of the programmes under the EPWP dealing with the control and eradication of invasive alien plants, the Working for Water (WfW) programme also uses intensive manual labour methods for clearing alien plant species. Although the clearing successes of WfW are well documented, the programme has focused little attention to the longer-term livelihood impacts of the temporary work and skills training provided to beneficiaries. This study suggests this could be due to a lack of the appropriate indicators to measure these outcomes. Therefore, an evaluation framework for environmental public works projects is proposed, which consists of outcome indicators to track the livelihood impact of the work experience and skills training on the beneficiaries post-participation, since the aim of these EPWP interventions is to improve beneficiaries’ labour market outcomes. The Northern Cape province’s Prosopis mesquite clearing project was used as the case study to develop and test the evaluation framework. The outcome indicators were informed by the key stakeholders’ interviews and the beneficiaries’ survey, specifically since the beneficiaries were well placed to give feedback on the benefits of the work experience and training post-participation. The combined strengths of the Sustainable Livelihoods Approach and the Capability Approach were useful for formulating the outcomes indicators, while the indicators for the inputs, activities and outputs were formulated from the key stakeholder interviews and online EPWP reports. A mixed methods approach was used and primary data were collected through key stakeholder interviews with the Prosopis mesquite clearing project managers and an online survey with some of the beneficiaries. Online EPWP reports and records obtained from WfW were used as secondary data. Data analysis used RStudio, Microsoft Excel and GraphPad Prism. The data analysis and evaluation framework indicators constituted the results section and aimed to highlight the factors that managers should focus on to achieve the desired livelihood outcomes. The proposed outcome indicators can be used to gauge the effectiveness of environmental public works’ social development interventions. The results revealed that the project budget fluctuations resulted in the Working for Water managers adopting a myopic view in administering the workdays and skills training, which diminished the livelihood impact of the Prosopis mesquite clearing project to merely a ‘make work’ project with no observable longer-term livelihood benefits. - Description: Invasion by alien plant species in South Africa continues to compromise the stability of ecosystems by causing declines in biodiversity, altering soil nutrients and processes, and subsequently transforming ecosystem functionality. Control of invasive alien plant species has been widely implemented in South Africa to minimize their negative impacts; however, the legacy effects can persist long after the plant has been removed. The impacts of Acacia dealbata clearing on soil properties and native vegetation recovery remains understudied despite their significance in ecological restoration and monitoring. This comparative study determined the impacts of A. dealbata clearing on both soil physicochemical properties and vegetation in the Eastern Cape Province of South Africa. Soils were collected from three different clearing treatments, namely, cleared, invaded, and uninvaded, on 5 m x 5 m plots over three summer months. The plots were replicated four times for each clearing treatment, making a total of 72 sampling plots. Soils were assessed for soil pH, resistivity, P, C, N, and exchangeable cations as well as soil moisture content, penetration resistance, infiltration rate, hydraulic conductivity, and water repellency. Clearing of A. dealbata did not have any significant effects on most soil nutrients, however, there were variations in soil pH, resistance, and Na. Soil pH was significantly higher in the uninvaded treatments than in the cleared and invaded treatments. Soil moisture content was significantly higher in the cleared treatments than the adjacent invaded and uninvaded treatments, but this was observed in the month of December only. Soil penetration resistance and infiltration rates were significantly higher in the month of December in the cleared treatments. For all clearing treatments, no significant differences were recorded for soil hydraulic conductivity. These results on changes in soil properties following A. dealbata clearing are varied, with some soil properties showing decreases, an indication that removal of A. dealbata has the potential to shift soil properties towards a positive recovery trajectory. This study further assessed whether the clearing of A. dealbata facilitates the recovery of native plant species. Vegetation surveys were conducted in the three above-mentioned treatments and plots. Results showed little recruitment of native grasses and forbs, but the persistence of A. dealbata seedlings in the cleared treatments. Species richness and Shannon-Wiener diversity index were significantly (P < 0.05) higher in the cleared and invaded treatments than the uninvaded treatments, and this was more visible for trees and shrubs. Cover for all species was significantly higher (P < 0.05) in the uninvaded than the cleared and invaded treatments. This study observed the recruitment of some native species in the cleared treatments that were not present in the invaded treatments. Therefore, the recruitment and establishment of some native species, mostly grasses, in the cleared treatments gives assurance that passive restoration is on a positive vegetation recovery trajectory that can lead to recovery of native vegetation after A. dealbata clearing. Therefore, the study concludes that investing in ecological restoration after alien plant clearing is a necessity for complete ecosystem recovery to be achieved. Overall, the study concludes that the removal of A. dealbata triggers changes to some soil properties. Similarly, the study observed recruitment of some native grasses in cleared areas, an indication that alien plant clearing facilitates changes in both soil properties and vegetation. A study on reporting and learning in three natural resource management programmes in South Africa

- Description: This is a case study that focuses on three Natural Resource Management programmes, namely: the Department of Environmental Affair’s Working for Water Programme, the Kruger to Canyon SANParks Biodiversity Social Projects as well as AWARD’s programme for Resilience in the Limpopo-Olifants Basin. All three programmes are being implemented in the Limpopo and Mpumalanga Provinces of South Africa. As a monitoring and evaluation officer at AWARD, I was part of the team that developed a strategy to enable learning through monitoring, evaluation and reporting, and this sparked my interest in understanding how other programmes might be approaching this. The focus of the study is on the role of reporting, as part of programme monitoring and evaluation, as a means to support learning of both programme implementers and organisations. An in-depth description of each case has been provided to enable an understanding of the overall reporting system, how reporting may play a role in supporting individual and organisational learning, and what factors enable or constrain learning in association with reporting. The research was descriptive and interpretive as the first phase of a possible extended study engaging organisations in exploring how to strengthen reporting for learning. The participants and organisations were sampled using both purposive and convenience sampling. Data was collected through 17 key informant interviews; observations during two learning events; and, the collection and review of numerous documents (guides, reports, templates etc.). The data was analysed through qualitative content analysis using two frameworks: Argyris’ three loops of learning (1974;1978) and the Cultural-Historical Activity Theory (CHAT) lens (Engeström, 1987). The former was useful for bounding the types of learning to identify, and the latter for surfacing contradictions that can be explored in organisational development processes. Through the analysis of the data and literature, the following insights were gained: All three programmes have been ‘thinking’ about learning, but only in the case of AWARD was reporting associated with learning; in all three programmes, additional spaces have been designed to facilitate learning. Although programmes might not necessarily focus on reporting for learning, their reports do indicate a potential for facilitating reflection and thus learning. The organisational culture in government-based reporting systems is, however, strongly geared to performance management, accounting for resources spent, meeting targets and eliminating mistakes. Reports are used to guide planning, to account to the funder and to release further funding.. In this context only single and double loop learning is in evidence. Programme participants did raise ‘triple loop’ questions about whether the programme or system overall was working, but there did not seem to be space for such questions, in the reporting or the learning events, and there was no evidence that they were addressed. In the case of AWARD, spaces were created through reporting to encourage learning. This worked sometimes to enable learning but not always due to, for example, time constraints and competing responsibilities. There are certain aspects to consider when designing reporting that seem to support learning (see below). The process of using reporting for learning takes time and organisations might not get this right the first time around. Reflection opportunities are only experienced as enabling if participants have the space and power to act on the reflections, or see others acting on them to address issues, otherwise they get frustrated. Steps that could assist programmes in improving reporting to enable learning are: Adding to reporting templates a space for reflections to ensure that while the programme reports on the quantitative data needed for accountability purposes, it also creates additional space (without unduly increasing reporting responsibilities) for implementers’ learning. Encouraging discussion about ‘mistakes’ such as failures to meet targets, why they occur, and what we can learn from them. Allowing programme implementers to give feedback on their reporting challenges and take measures to support them, e.g. make adjustments to templates. Understanding the programme’s definition of learning, and the diverse learning needs that may be involved, which can contribute to a working strategy that the organisation can build on when initiating learning spaces. When learning events are organised, taking the inputs of participants seriously and developing ways in which these could be taken further into actions from which further learning can stem; reflecting on and raising issues without an opportunity for action is frustrating. The process of enabling reporting for learning takes time and organisations might not get it right the first time around (trial and error) and a strategy that worked for one organisation might not necessarily work for the next. When designing a learning strategy as part of a monitoring, evaluation and reporting framework, it is therefore important to consider the needs of the organisation and to work with implementers to develop and refine this over time. The thesis concludes with comments on the limitations of the study, the methodology and the analytical frameworks used, and finally, provides recommendations for further research.

- Description: This is a case study that focuses on three Natural Resource Management programmes, namely: the Department of Environmental Affair’s Working for Water Programme, the Kruger to Canyon SANParks Biodiversity Social Projects as well as AWARD’s programme for Resilience in the Limpopo-Olifants Basin. All three programmes are being implemented in the Limpopo and Mpumalanga Provinces of South Africa. As a monitoring and evaluation officer at AWARD, I was part of the team that developed a strategy to enable learning through monitoring, evaluation and reporting, and this sparked my interest in understanding how other programmes might be approaching this. The focus of the study is on the role of reporting, as part of programme monitoring and evaluation, as a means to support learning of both programme implementers and organisations. An in-depth description of each case has been provided to enable an understanding of the overall reporting system, how reporting may play a role in supporting individual and organisational learning, and what factors enable or constrain learning in association with reporting. The research was descriptive and interpretive as the first phase of a possible extended study engaging organisations in exploring how to strengthen reporting for learning. The participants and organisations were sampled using both purposive and convenience sampling. Data was collected through 17 key informant interviews; observations during two learning events; and, the collection and review of numerous documents (guides, reports, templates etc.). The data was analysed through qualitative content analysis using two frameworks: Argyris’ three loops of learning (1974;1978) and the Cultural-Historical Activity Theory (CHAT) lens (Engeström, 1987). The former was useful for bounding the types of learning to identify, and the latter for surfacing contradictions that can be explored in organisational development processes. Through the analysis of the data and literature, the following insights were gained: All three programmes have been ‘thinking’ about learning, but only in the case of AWARD was reporting associated with learning; in all three programmes, additional spaces have been designed to facilitate learning. Although programmes might not necessarily focus on reporting for learning, their reports do indicate a potential for facilitating reflection and thus learning. The organisational culture in government-based reporting systems is, however, strongly geared to performance management, accounting for resources spent, meeting targets and eliminating mistakes. Reports are used to guide planning, to account to the funder and to release further funding.. In this context only single and double loop learning is in evidence. Programme participants did raise ‘triple loop’ questions about whether the programme or system overall was working, but there did not seem to be space for such questions, in the reporting or the learning events, and there was no evidence that they were addressed. In the case of AWARD, spaces were created through reporting to encourage learning. This worked sometimes to enable learning but not always due to, for example, time constraints and competing responsibilities. There are certain aspects to consider when designing reporting that seem to support learning (see below). The process of using reporting for learning takes time and organisations might not get this right the first time around. Reflection opportunities are only experienced as enabling if participants have the space and power to act on the reflections, or see others acting on them to address issues, otherwise they get frustrated. Steps that could assist programmes in improving reporting to enable learning are: Adding to reporting templates a space for reflections to ensure that while the programme reports on the quantitative data needed for accountability purposes, it also creates additional space (without unduly increasing reporting responsibilities) for implementers’ learning. Encouraging discussion about ‘mistakes’ such as failures to meet targets, why they occur, and what we can learn from them. Allowing programme implementers to give feedback on their reporting challenges and take measures to support them, e.g. make adjustments to templates. Understanding the programme’s definition of learning, and the diverse learning needs that may be involved, which can contribute to a working strategy that the organisation can build on when initiating learning spaces. When learning events are organised, taking the inputs of participants seriously and developing ways in which these could be taken further into actions from which further learning can stem; reflecting on and raising issues without an opportunity for action is frustrating. The process of enabling reporting for learning takes time and organisations might not get it right the first time around (trial and error) and a strategy that worked for one organisation might not necessarily work for the next. When designing a learning strategy as part of a monitoring, evaluation and reporting framework, it is therefore important to consider the needs of the organisation and to work with implementers to develop and refine this over time. The thesis concludes with comments on the limitations of the study, the methodology and the analytical frameworks used, and finally, provides recommendations for further research.

- Description: Invasive alien plants (IAPs) of various kinds pose a threat to ecosystems, biodiversity, conservation and overall economy. In a world experiencing exponential increase in IAPs – this issue has become endemic, especially for developing countries such as South Africa. South Africa is a water scarce country and IAPs increase water stress. Thus, South Africa must invest in a more realistic, environmentally and economically inclusive policy outlook on the management of IAPs including aquatic weeds. This is especially urgent when considering the changing global climate, which is predicted to further reduce the quantity and quality of potable water. The Working for Water Programme (WfW) in South Africa aimed at addressing the issue of IAPs in a way that protects the environment as well as produces maximum return to society through poverty alleviation. As such, the aquatic weeds management strategy put in place for four of South Africa’s aquatic weeds Pista stratiotes, Salvinia molesta, Azolla filiculoides and Myriophyllum aquaticum - should be one that is cost-effective, efficient and sustainable; yielding the best possible return on investment. Since these four weeds are already under complete biological control, in the absence of biological agents, the WfW programme would have used herbicides to control these weeds. As such, this thesis conducted a retrospective analysis of the relative herbicide cost-saving associated with the use of biological control. To do this, due to existing limitations, E. crassipes was used as a surrogate weed and its herbicide control costs were used as proxy for the herbicide control cost estimates of the four selected weeds; with reasonable conversion factors applied to cater for the biological difference of the five weeds. Using the cost benefit analysis (CBA) framework, the net present cost (NPC) of each control method was calculated to which the relative cost-saving was considered to represent the avoided cost of using biological control instead of chemical control on these weeds. The avoided cost was used as the main benefit component when deriving the relative benefit cost ratios (BCR). Two scenarios were used, one assuming no follow-up requirement and the other assuming one follow-up requirement for chemical control. Using an 8% discount rate, the study found that the estimated cost of the biological control method on all four aquatic weeds was about R7,843,205 while for chemical control the estimated costs would have costed R149,580,142, R268,264,838 and R881,711,738 for application by means of a boat, bakkie and knapsack. Chemical control cost estimates would have increased to about R164,538,052, R295,216,120 and R1,008,761,000 for boat, bakkie and knapsack approach respectively when including a possible follow-up programme. These would have led to positive BCRs of 90.24:1, 164.97:1 and 557.99:1 across the three chemical control approaches without a follow-up (with BCR of about 99.67:1, 182.00:1 and 631.56:1 for the boat, bakkie and knapsack approach respectively with the accepted follow-up programme). When running a sensitivity test with varying discount rates of 5% and 10%, these results remained robust. As such, failing to reject the dominant hypothesis in literature, the main conclusion of the study is that biological control is indeed the more cost-effective management option compared to chemical control with respect to herbicide cost-saving. Further, biological control is most-likely to produce more environmental cost-saving and water-saving over chemical control. The study recommends the continued use of the biological control investment on the four aquatic weeds under study as well as on emerging aquatic weeds such as Iris pseudacorus, Nymphaea mexicana and Sagittaria platyphylla in South Africa.

It is an investigation into if and how the Environmental Literacy Skills Programme (ESLP) responds to Working for Water learners' capabilities and the enabling and constraining factors that shape these, and to the demands of the WfW training setting in an emerging Green Economy. The context for the study is that of the Working for Water programme, an Expanded Public Works Programme (EPWP) run under the auspices of the Department of Environmental Affairs in South Africa. The study took place while piloting the newly created ELSP materials with a group of beneficiaries and contractors in Uitenhage, a town in South Africa's Eastern Cape Province. The study provides insights into the application of accredited training in an EPWP training environment, and critically considers the academic and practical suitability of the ELSP in the WfW context. It achieves this by considering how the ELSP seeks to respond to the education levels and experiences of contractors and beneficiaries, and the demands of the WfW training setting. To understand what underpins learner capabilities and experiences, it was necessary to investigate the conversion factors and enabling and constraining factors that influence WfW contractor and beneficiary capabilities and involvement in the ELSP training in the context of an emerging Green Economy. To develop these insights, data was gathered through participant observation, questionnaires, structured and semi-structured interviews, as well as document analysis. The theoretical framework of Amartya Sen's (1999) Capability Approach supports the study, which provides an alternative way of understanding the freedoms that people enjoy, or the lack of freedom they experience, in being able to live the kind of life they have reason to value. The Capability Approach provides the key concept of resource conversion, which is used in the study to discern the social, personal and environmental constraints and enablers that people experience in their lives. These either assist or dis-enable a person in converting a resource such as education, into a functioning such as desired employment. Through a social realist causal analysis model, key structures are identified that underpin the actions of beneficiaries and contractors in relation to their learning and career pathways. The study shows that while the ELSP does support the development of green skills and in part responds to learner capabilities (and enabling and constraining conversion factors), there is a lack of information as to where those skills can be applied in elementary green occupations, in part due to South Africa's focus on high-skills development linked to Green Economy objectives. The study makes recommendations for aligning environmental education with career guidance, as well as a recommendation for further detailed research into identifying elementary green occupations and associated learning pathways.
